From East Lindsey District Council:

We have been advised that the revised start date for the Phase 2 works on site by the Ministry of Defence will be 16 April 2018 for (up to) a two week period. These works will be accompanied by a road closure on Kirkby Lane. As always, this revised start date is wholly dependent upon there being no other calls on the MoD’s resources at that time.
